The Navstar Management Team consists of dedicated professionals with extensive years of experience in the public and private sectors.

Joanna Alexis – President and CEO

Joanna Alexis founded Navstar in 1999 after a decade of experience in the information technology sector.  Joanna’s goal was to develop a company that is focused on listening and understanding the client’s requirements, delivering the results they expect, and creating an environment where motivated employees have the opportunity to develop personally and professionally.

 Navstar has become a “go-to” teaming partner for federal, civilian and intelligence contracts for large government primes such as ManTech, General Dynamics, SRA, Northrop Grumman and CACI.  Joanna has expanded Navstar service offerings to include IT infrastructure, design and implementation; Information Assurance/Cyber security and, Enterprise 2.0. Joanna’s vision, experience, drive and leadership has helped her to build a company, assemble an executive team and attract and retain the talent to make Navstar a successful and growing enterprise poised to continue to grow and thrive.

David Acton – Chief Financial Officer

David Acton joined Navstar as a member of its executive team in early 2011 in the role of Chief Financial Officer.  With almost 20 years of progressive experience in Generally Accepted Accounting Principles, a detailed knowledge of the Federal Acquisition Regulations (FAR) and Cost Accounting Standards (CAS), he has the knowledge and expertise to implement and oversee Navstar’s financial and accounting system controls, compliance and standards.

Dave has implemented control processes proven effective in audits performed by external accounting firms and the Defense Contract Audit Agency.  He was formerly CFO of Johnston McLamb, Inc. where he directed daily operations of treasury, accounting, budget, tax and audit activities for this IT consulting firm.  Prior to that, he served as CFO of an IT professional services and software development firm that grew from $25 million to over $40 million in revenue during his two-year tenure.  His experience and knowledge of pricing, proposals and negotiating to win contracts is exactly what Navstar needs to achieve its strategic goal of increasing its federal sector business.

Bruce Morton – Vice President of Operations

Bruce brings nearly 30 years experience supporting and managing information technology programs for federal government customers, particularly in the intelligence community. He has been directly involved in all phases of systems procurement, development, delivery and operations.  

At Navstar, he will be establishing best practices and discipline which the Company will use to build consistency in IT service delivery across its entire customer base.  In addition, he will create a framework which the Company will use to target new federal opportunities and to effectively manage their capture process. 

Previously, Bruce helped to double the revenue of TRS Consulting, Inc. in two years then to smoothly assimilate it into NCI Information Systems after it was acquired. Similarly, after resurrecting the Intelligence business at Infodata Systems, Inc., he helped to transition that work into McDonald Bradley when it was acquired. Prior to that, he served as a Director at Oracle Corporation where he oversaw the company’s software development, administration and applications support to the Intelligence Community. Earlier in his career, he served as Deputy Director at Quality System Inc. where he led a staff of engineers, developers, and technicians on technology contracts for more than 12 years.

Beth Bawcombe – Vice President of Corporate Accounts

 

Beth Bawcombe joined Navstar as a member of its executive team in late 2010 in the role of Vice President of Corporate Accounts.  With more than 20 years of IT consulting services experience, she has garnered the expertise to drive the operations and liaise with Navstar’s clients and primes.

 Beth’s experience includes working in both the public and private sectors in the areas of operations management, business development, service delivery, product development and recruiting.  She has played an integral role building experienced staffing delivery teams, developing repeatable solutions and launching software products.  Most recently, Beth owned an IT consulting company that focused on data warehousing and business intelligence.  In 2009 her company was acquired by an International consulting organization.  Beth’s expertise will be used to ensure quality service to Navstar’s key customers while enabling Navstar to continue its evolution into a leading provider of IT services.

Stephanie Winebarger – Vice President of Human Resources

Stephanie Winebarger joined Navstar as a member of its executive team in early 2011 in the role of Vice President of Human Resources.  With almost 20 years of Human Resources experience, and an MBA, she has amassed the kind of expertise that will help support Navstar’s most important asset, its employees. 

Stephanie’s experience encompasses all aspects of HR, primarily obtained while working in the government contractor space.  She has worked for Raytheon Systems, AMS, McDonald Bradley (now ManTech) and most recently SAIC.  She has used her knowledge of HR in both large and small companies, allowing her to gain the insights necessary to understand the challenges of each and what it takes to grow a smaller organization into a successful and thriving larger one.  Her work has been primarily with the IT and the intelligence communities, making her a perfect fit for Navstar as it continues to grow and evolve while maintaining a culture that values its employees and their growth and development.
